IEAM Announces a Collective Intelligence Workshop in Bamako on Legal Mobility, Community Reintegration, and Governance of Migration Routes

On September 19, Bamako (Mali) will host the collective intelligence workshop “Mali: Legal Mobility, Community Reintegration, and Governance of Migration Routes.” The closed-door meeting is expected to last two and a half hours and will be conducted under the Chatham House rule.

Organized by the Spanish Institute for Migration Studies (IEAM), the initiative aims to co-develop a diagnosis of mobility dynamics centered on Mali and agree on actionable recommendations for the next 6–12 months, targeting Malian authorities, international partners, NGOs, and economic actors.

The workshop will focus on three practical pillars:

A. Legal and Circular Mobility – What works, what blocks progress, and the design of sector-specific pilots; social and territorial criteria; the role of diasporas; and mechanisms for monitoring “round-trip” movements.

B. Reintegration (Youth and Returnees) – Support thresholds and service packages; what to avoid; and collective models such as irrigation/horticulture, productive workshops, and local cooperatives.

C. Local Coordination, Legal Framework, and Regional Management – Alternatives to irregular migration (prevention/awareness, targeted sanctions, economic options); and management of returns/deportations in the subregion.

Expected Outcome: A policy paper (10–12 pages) with recommendations differentiated by type of actor: national and local authorities, international organizations, NGOs/civil society, EU member states, private sector, and diasporas.

A small core group of public, international, community, and private actors involved in mobility in Mali and the subregion will participate, including researchers, ministry experts, international agencies and delegations, civil society organizations, and other key stakeholders. Each participant will contribute data, field feedback, or decision-making mandates to co-produce practical guidance. The exchange will follow the Chatham House rule.
